April 28 celebrates the World Day for Safety and Health at Work. This date has been officially commemorated since 1989 and the International Labour Organization (ILO) calls for special attention to be paid to measures to prevent accidents and diseases at the workplaces worldwide. Every year, the day has a specific motto. The main theme of this year's World Day for Occupational Health and Safety is the importance of social dialogue and the involvement of all concerned parties in creating a positive occupational safety culture at work.
On the legislative level, our country has an established reliable occupational safety system functioning in all sectors, with an active participation of employers, health authorities, trade union committees and all concerned parties, including employees themselves. And relevant regulations, rules and measures play an important role in preserving good working conditions and ensuring occupational health and safety of employees. Certainly, Enter Engineering has taken all appropriate measures and created unprecedented conditions in this direction. The company has an active Health, Safety and Environment (HSE) Department, with divisions in every project undertaken by Enter Engineering. The productivity and safety of workers are directly affected by how the activities of these divisions are arranged. This date was a good opportunity to learn closely about the activities of the HSE Department's division at the ССP-3 construction project based on Almalyk mining and metallurgical complex. All the more so, the division team has arranged a festive incentive draw game among project workers on that day. Our interlocutor Feruz Djurayev, the HSE department manager at "CCP-3 on the basis of the AMMC" spoke to us in detail about the department's main tasks and direction of activities, as well as about the past draw game.
– In organizing and carrying out our work, we are guided by the laws, regulations of the Republic of Uzbekistan, as well as internal policies and procedures of Enter Engineering, in particular the corporate code of conduct. It is the daily monitoring of compliance with occupational health, industrial safety and health guidelines, rules and regulations, up to providing the employees with the fixed benefits and compensations based on working conditions. The employees of our department provide new employees with an induction in a specially allocated spacious training room, equipped with presentation material and special video clips. After some time, we conduct a repeated briefing, training and knowledge test on occupational safety rules for an employee. Only after this do we issue an order for personal protective equipment (PPE) and personal respiratory protection equipment (RPE) and check that PPE is issued to workers timely and used correctly.
In addition, we are actively involved in developing measures to improve working conditions and occupational safety, implementing protective equipment, safety devices and other protection means, creating safe working conditions and rational working and resting conditions. We also check that equipment is in safe operating condition and, if necessary, we take measures to cease its use in accordance with the established procedure. We also draw up reports as per the forms and deadlines set forth by the Client and state authorities.
Moreover, the staff of our department provide information to employees on behalf of the employer on the state of working conditions in the workplace, and on measures taken to protect them against occupational hazards, prepare documents for payment of compensation for damage caused to employees' health as a result of an accident at work or occupational disease. Our staff do communicate newly enacted occupational health and safety related laws and regulations to the company's employees, arrange record keeping/storage of documents and prepare reports as per specified forms and timeframes. We also cooperate with medical institutions, research institutes and other organizations on occupational health and safety and take measures to implement their recommendations.
Generally speaking, our functional responsibilities seem to be just a boring job, but believe me, in reality it is just the opposite. After all, for the most part we work with each employee, sometimes individually, sometime in groups. And communication with people is always interesting, everyone has questions that they want and have to get answers to. When it comes to workplace safety, people instinctively want to make sure they don't miss any important points, so in fact we are helping greatly each other out here. After all, we are also interested in ensuring that all production processes are carried out in accordance with all regulations and requirements. We currently have 12 employees in the department. Among them I can mention Islomjon Kasimov, Tatiana Padalka, Nargiza Mukimova, Mukhsin Ashurov, Navruzali Khusenov and many others, each of whom try to do their jobs to the best of their ability.
Now, as regards the draw game dedicated to the World Day for Safety and Health at Work. As this is the first event of its kind for us, we have developed a kind of information line. This is how it worked: during the week of construction site monitoring and evaluation of the efforts of employees and engineers to achieve HSE goals using a preventative approach by our specialists, each exemplary employee was given an HSE SUPER LOTO badge with a specific number (No.). During the morning tool box talk on April 28 - the International Day of Occupational Health and Safety at Work, we determined the winners (the most active and exemplary employee) by means of a drawing.
The winners received memorable gifts: souvenirs, home appliances I think such incentives promote effective social dialogue between the employee and the employer, rapid resolution of occupational health and safety issues, which significantly reduces and, most importantly, prevents occupational injuries and accidents. After all, a positive workplace safety culture means that both management and employees value a safe and healthy working environment and make efforts to ensure it. The involvement and active participation of both parties is very important here.
